I know Gary will have an opinion if he sees this. I'm leaning PMD as the rim seems to be damaged but the characteristics of a Cud is there. Not sure rim damage could cause that. It's just below and to the right of the last 9 in the date.

I'd lean towards rim hit but do you have a picture of the reeded edge by the area in question.

Definitely a rim hit. I was bidding on that coin, to complete my Standing quarter collection:

I thought I could get it cheap because of the hit and cleaning, so I went to $100. Just couldn't justify going higher with that ugly rim hit.
