This is a hemi-litron from Syracuse Sicily, a curious piece that was minted ca. 400 BC. These pieces had their flans cast and then the coin was struck on the flan. Curiously the casting spur on this piece was never removed, though it appears to be easy to just break off. I am perplexed by this piece, it is an enigma in that it lasted in this condition for so long without someone long ago just busting the spur off.
