I agree with Areich on FORVM

"Looks like Arcadius to me. Coinarchves isn't the best place for those late Romans, so not finding it there doesn't mean it's rare.

This coin appears to be Arcadius 383-408 AD, Diademed, draped and cuirassed bust right, DN ARCADIVS PF AVG, reverse is wreath, VOT V. Can't make out the mint. Common coin.
