It is die abrasion/polishing. Usually we see this on the obverse during these years of the 80's. But the die was probably over polished and the devices were thinned in height with the field removed. This happens even on proof coins. Something happens to the die and the die is over worked.


When excess is removed from the field, the devices get thinner. We see the thinning on the reverse on the coin as the die was over polished. The die must have received damage on that area and polished out to cover something.
Normally devices are a lot stronger on the RDV-006 dies. But the die was abraided.
