Is this a post mint error or is it a mint error?

Where the "cut-outs" are, the area is smooth. Except for the back, the "cut-out" on the bottom is slightly covering the word Quarter.

Damaged. The collar would make the coin round. See the rim. On your coin it is bent into a new location. Happened after the coin left the mint.
