I just received another Buffalo and it immediately struck me as being much less lustrous than my others. I was wondering if something looks fishy or if the first year of these had a different appearance? The coin is in great shape otherwise, but came in a flip.

(2006 left, 2009 right)

No, they're both bullion coins...kinda looks that way though.

Edit: The proof should have the 'W' mintmark, no? I actually am intrigued by the subdued look. It makes it easier to see intricate details.

Sometimes more dull coins have more eye appeal than shiny ones, too!

APMEX, as an '06 BU.

Edit: It looks as though there's a change in '08 or '09 as to the reflectivity of the surface, but I can't really tell from videos and graded examples.

The proof 06 buffalo looks similar to the 09 pictured, I wonder if the latter years used the same finishing between bullion and proofs? But the proofs have a more pronounce strike.

There is more relief in the 2009. Was there a design change?

The bullion finish does change from time to time. I have seen this with ASE's over the years. Some coins have a clean business strike in some years or a frosted/satiny strike on other years. I think the Mint is experimenting with minting processes as dye & planchet technology have improved over the years.

One cannot forget the dyes themselves. The first 10 strikes from a dye are going to be different than the last 10 coins the dye produces.

That "matte" finish looks quite interesting.

Are all proofs made at West Point or just marked as such? What about the bullion coins, different locations?
