Now that I'm looking closer at it could it be a D over S or vice versa?

The posts for the corners of the "S" have chipped off. The die was in the VLDS when your coin was struck. Note the "5" on the date.

Oh late die state got it-that accounts for that S being all filled like that? I'm gonna get a better pic late on swear it looks like I see the back of a 'D' but probably not

very late die state, or an extremely old die that was worn out hammered the coins.
