I think is quite clear ... around the rim and outside.  It's strange as to be a sealed set.

I still think it's a light reflection from the raised cardboard close to the rim of the coin.

Yeah, it's the white cardboard inner border because the cut outs are meant for round coins, not 12 sided coins, so that's the excess paper buckling out from the holder

1944 distorted low quality plastic---- light dispersion only---no powder at all---that plastic is 70 years all, starting to disintegrate into shards.

It was packaged by The Morgan Mint, persistnt is right it's much more recent than 1945.
"Dipping" is not considered cleaning... -from PCGS website
