I came across this in a recent group of halves. for a split second I thought doubled die, then MD but the eye damage shows someone purposely did it. Someone has a lot of patience to do this, but how?

I dont know how someone could create that. The '73 doubles dont seem to match up either. Someone should be along in abit.

I'm inclined to think it's two different issues. Strong MD, plus whatever happened to the eye.

You think someone carved it with a sharp metal object, like a compass needle (the one used for circles) or a pin?

Look at the nostril You can see the lump of metal there that resulted from the line there being carved. As said, someone who was bored.
