Silver was phased out of world coinage by the 1970s; I think Germany was the last to replace their circulating "flagship" coin, the 5 mark, with cupronickel in 1975.
The Mexican silver lobby persuaded the Mexican government to re-introduce silver circulating coinage, in bimetallic form, in 1992 for the 10 and 20 new peso coins. Unfortunately, the Mexican economy was still doing poorly at that stage and once the coin's face value fell below melt, people starting punching out the silver cores. The experiment ended in 1995.
Many countries issue silver coins "for face value"; France and Germany have done so for quite some time; Canada started the latest trend when it first issued their "$20 for $20" programme in 2010.
