Normal coin weighs 6.60 and this error coin weighs 6.51

Do you notice the die lines in the outside edge?
the irregular edge sizing?
the planchet over the queens face.
the difference in weight.

Looks like PMD to me.
The marks are to even to be a planchet error

What about the double rim?

the double rim is caused by a slight miss aligned die, no added premium

Yeh you will find that amount of doubled rim extremely common on australian coins

However, should you come across a 2000 $1 with a double rim on the obverse, that's a whole 'nother story.
