Urracá depicted on the obverse. This is the first year for these, with 200,000 made. Panamanian coinage of this era was struck by the U.S. Mint.

Even with low mintages (this one's lower than the '09-SVDB!), there aren't so much collector demand for these goodies. That makes me easier to get "rarer" coins for a fraction of what more common US coins cost.
