I am pretty sure this is a struck-through grease. the reverse has several areas with minimal details. Liberty on the obverse is kinda messed up.

The die was in VLDS (Very Late Die State). The deices in this die state start a heavy flow toward the rim. I see that on your coin. Here is a break down of the die states:
1994-Roosevelt-Dime---Struck-Through-Grease?
Note how the outside edges of the devices are affected. The strongest on the VLDS coins.

UNUM might be a Struck Through Grease in that area, but with the die wear the die may have been over polished.
