Looks like environmental damage or it was introduced to some kind of chemical IMO.

What about perforation around the rim, just like dime has all around the rim. thanks.

Acid was the first that came to mind. Looks like it sat in it for a while.

Even if it was on the wrong planchet that wouldn't give it a reeded edge.

Looks like acid was put on the surface of the coin and eaten into the surface. Normal cent planchet. The question if it were a wrong planchet because you saw what looked like reeding is incorrect. The reeding is made by a collar on dimes, quarters, halves and on the gold dollars the motto and date are made by the collar. Just a damaged coin.
