Hi,

Does anyone know what this "coin" is? It appears to have an image of the Goddess Kali on the front. On the back it says in English: 999 Fine Silver One Troy Ounce Silver 31.1 grams.

I've attached photos. Thanks in advance for any info.

Those have come up before. Basically its just a generic silver bullion round from India.

Correct; they are privately-made bullion rounds from India. You can get them with all kinds of different deities on the obverse. This thread has Ganesha. This thread has several different styles.
