The letter on the left side is an "F" in the black circle.

Yes it is. Series 2006, I knew there had to be more then one made like this but couldn't find anything.

I'm assuming by the title that you are asking about the slight shift in position of 7 at the end of the serial number. If so it doesn't look like it is shifted enough to call this an error.

Also, next time - try taking the bill out of your pants pocket before washing them...

I see a worn out bill also. I was making that statement about the letter on the left as the 4 numbers in the inside edge of the bill gives a clue what letter/mint printed from. I see the 6 on your bill. You count down 6 letters and it is an "F". A little game you can play on someone. Have them cover the letter and and not show you, then guess which letter it is. LOL Here is a bill I created during the 2008 economic plunge:  Also the first letter on the serial number is that letter also.
