In the title, you say it is a proof coin. From the part that is visible, it looks like a BU to me.

so it would be ok to wash in acetone to remove the
reagan paint?
I guess my guestion should have been
is this coin more valuable as painted
or without

Its not going to be worth much without the paint. I would keep it as is. Its more of a novelty piece

I would just pay spot but If you want to sell it then I'm sure someone who liked Reagan might pay more than spot.
