I've seen some off center coins before but I haven't seen it cause the rim to be like this. Is this normal for an off center strike coin?

Looks like a minor misaligned die in combination with a partial collar (if I'm reading the edge images correctly). If so, it's a nice find.

I thought MAD only affected on side of the coin and an off center strike affected both sides....

It is a MAD. The reverse is the hammer die in this case. They changed the order of the dies a few years back. So we need to look at the reverse more for the MAD coins. It looks like a partial collar?

so then what I have is a coin with 2 errors(MAD and partial collar) and one doesn't have anything to do with the other?

It can if the MAD is far enough off. The hammer die can hit the collar and force it down creating a partial collar strike opposite the MAD. This does not always happen though because the collar could just go down on the one side and keep the other side inside the collar.

MAD can happen on either side (or both sides) but the anvil die can not be very far off because the neck of the die is always contained within the collar. So the anvil die can be slightly "off centered" but not far enough to lose any of the design.

Your coin looks like the partial collar would be the most for value. The MAD is not enough to warrant a premium. Still a nice find.
