Are the portions of leaf you see on the obverse side raised up or are they impressed into the coin? It also looks like their are vague remnants of "1 CENT" in front of George's face as well. The "D.GR" on the reverse by the right leaf looks raised up, too.

Looks like flip struck, IMO.
"Dipping" is not considered cleaning...

should be catalogue
would 1941 FLIP STRUCK

Value would be highly dependent on who showed up to bid at an auction. $100? $300? I would deb be happy to buy it in there somewhere.

Don't touch it!.. it would loose a bit of it's value if cleaned.

I wouldn't bother. The grade is very ordinary. It is the error that makes it interesting. The US services that certify errors will charge you enough (membership, fees, shipping) that it is not worth bothering about. ICCS will likely not comment on the error. CCCS might comment on the error but I wouldn't bother.
