What Is This Splotch On My Idaho Quarters?

Two State Quarters I got out of a change machine (I keep wanting to put dollar bills in them and see what I can get out of them) when I was in New York. What is this splotch? They have both a similar splotch but the one on the right side is more worn so it's not as obvious as the one on the left. I had to take the picture from an angle to show it. Did they come out of the mint like this or is it PMD?

What-Is-This-Splotch-On-My-Idaho-Quarters?
On the reverse, it's to the right of the bird's body, up half the state, and to the right of it.

On the obverse, it's on the left of Washington's neck and up Liberty.

Here's a closeup of the Liberty from the better coin, the R and T are a little mis-formed.

Both coins were Struck Through Grease

Grease and the marks on the neck are from reeding from another coin. No premium for this. Sorry

I figured the mark on the neck wasn't from whatever caused the splotch. Thanks.
How big should the grease be for a premium?
