2008 P Dime Die Chip?

While coin roll searching, I came across this dime. There is an area on the back of the head that makes it look as if there is a lock of hair sticking up, is this a die chip? If not, what would cause that? Thanks!

That is a die chip on the back of the head. A portion of the die has chipped away from the field.
