best way is ebay

figure out what you max will be per pound and stick to it if you can

don't buy the first one you see. search around and only bid on ones that you can actually see clear pictures of the coins. ALWAYS check to see if the coins in the picture are the coins that you receive.

Don't buy those 1/4 pound and 1 pound "mix lot" bags that you have no guarantees of what you are getting. Most buy it nows are a ripoff but not all.

Here's a search that can get ya started and an example of a GOOD example of selling bulk lots

I just bought a bulk lot off of ebay from http://myworld.ebay.ca/paperchasesue/

$4/lb was about the best deal I've ever seen, and she makes no bones about getting duplicates, but the mixture is as good as guys charging 2 to 3 times that price. This is the second time I've bought from her, so I can definitely say that the first batch was money well spent. The second one is on its way, and my son and I are looking forward to it.

As someone who likes to buy world coins in bulk, I do NOT find ebay to be the best way. "Unsearched" lots more than likely will be gone thru with a fine tooth comb.
Dealers who say they don't have the time to go thru their merchandise and still offer it up for auction are either lying or are fools, which do you really think they are?
If you still have your heart set on buying bulk thru ebay, read the sales pitch very closely. Make sure you are getting the coins pictured, set a price in your head and stick to it, understand the return policy and ask questions about anything that concerns you or you do not understand. It is not too much fun waiting for a 10 pound sack of world coins and getting in a bag of British 2 new pence pieces.
Do not fail to take into consideration the cost of postage. You should be able to check into the mailing to ensure that the price stated is within reasonable limits.
Oh, make sure you establish a paypal account and use that for all purchases, it has the potential of ending many headaches before they start.
I myself find a reputable coidealer on line with an established, physical, business location and order from them. Less hastles and less dissapointment.

Personally I find the best way to get unsearched lots is to find the sealed Bundesbank bags. I bought one on ebay for approximately $150 US. I had a lot of fun searching through it, got tons of duplicates and enough spanish coinage to start my own shop. But I also got many new coins I'd never seen before including a French 2 sols piece from the eighteenth century, that was doubled on the reverse.

Look around before you buy. Use common sense. ebay isn't all bad, you can still find some good sellers on it.

Try your local coin dealer - it'll save on shipping at least, and you can cherrypick what you want out of the scratchtrays if you prefer.

If none your local dealers are at all interested in selling "weird foreign stuff", then ask them what they normally do with it when it comes in, and go there.

For sources other than the coin shop or ebay, this thread has lots of tips on getting bulk foreign coins cheap.

I read where the New York City administration was tendering lots for the sale of all foreign coins collected from the city's parking meters. Maybe you can Google for the article.
