For appearances on different kinds of coins Elizabeth is the hands down winner.

good olde Queen Vic was on the throne for 64 years, Liz just hit 62.
Vic built the Empire that crumbled slowly under the Ed's and George's, it was gasping when Liz came in.
OK the monetary reform from Pence/Shillings/Pounds to New Pence gave Liz a boost. Vic had coins minted for use on every continent almost (I'm looking at you Antarctica

), Liz too I guess but I'm wondering if it's less? How many different African holdings and the middle east, Pakistan through the far east and all the little islands in the pacific were lost before Liz came along?
The long lived Dutch queen's might put up a fight for the title too, but I'd say for real people it's almost even money between Liz and Vic.
For fictional (Idealized) people I'd have to say "Lady Liberty"
Many countries have their own depiction of what "Lady Liberty" looks like and have made coins with her on them for years, centuries in some cases.
Seated Liberty, Seated Liberty with rays, Seated Liberty with arrows; Varieties on one denomination over the course of a few years, for one country.
