Nope, just damaged.
An easy way to tell is a broad strike would be larger than a regular cent not smaller like yours.

The probably realized that the size would be too small for a ring because of the size of the inside area. That is why they use halves in silver to make rings out of. Quarters are pushing it.

A broad struck coin is struck without the collar. These are usually wider than a normal coin without the collar in place.
