Received my 2014 proof set from US Mint today. In the quarter set the "Arches National Park (UT)" is missing. The plastic holder is totally sealed. Does this happen often? Should I call the Mint and raise heck? Is this worth something or just a conversational piece?

I have heard of people calling sets where one coin is in backwards "Error" sets, so it might be.

Just a packaging error and it is of no value because it can be faked by just opening a set, removing a coin, and closing it. The sets are not sealed and can be opened and closed without leaving detectable traces. Notify the mint and send it back for replacement. (Not that I am encouraging fraud, but if enough people removed a coin from their sets and sent them back for replacement, maybe the Mint would start sealing the sets again.)

Haha I agree both ways should be sealed and the use of kung fu and a skill saw to remove coins is not fun!

Well now I know how I get so many inferior coins. If they don't even examine them long enough to tell if all the coins are there, they certainly wouldn't notice defects. Are these sets assembled by pitney bowes or mint employees? I wonder what their return percentage is?

Update on missing coin: Call Mint and they said what most replies said, to return and they would replace. I think I may just order a set of "America the Beautiful" quarter proof set just to have a complete set and keep the one with the missing coin to show off and at least chastise the Mint for the mistake. To "Conder101" Asked rep. at the Mint about the plastic cases not being sealed. She said they are sealed and you could not open without damaging it.

Possibly the Mint should start sealing proof sets with several layers of plastic. Naturally this would increase the cost though.

toolhand: mint official is wrong. Sets are not sealed. Feel around the edge for the seam and you can easily pry it open, no seal to break.

And the operator is mis informed. The cases can be opened with ease. They are NOT sealed in any way shape or form. And I am FINE with that.

how about just ordering another one off ebay ...if its clad I see that right now the "buy it now" option has one for sale at 2.95 ...that probably cheaper than shipping the set back

If You return it, don't be in a hurry for Your refund. The last time I returned damaged coins it took about three months for them to just credit my card. It was for two gold ounces, so it reached the ridiculous point after six weeks. The worst thing was seeing how badly they handled those beautiful coins.
