My impression is that these were all made by one company. Does anybody know who landed these (probably pretty lucrative) contracts, and the time frame for their manufacture and use?

I can't tell you who received the contracts. I found this timeline of issue on a website I have on my reference list.

I have found many of these metal detecting, most are corroded though.
