I am looking at opening up a few mint sets to 'upgrade' some of my circulated coins in my collection and have come across a few instances where the coins in the mint set is different than the regular circulating issues. Just trying to get some clarification as the current price guides are not very clear on the subject.

Here are the differences that I am aware of:
1965, 1966, & 1967: SMS (In my opinion from the few I have handled these are in between proof and mint set as thy have the sharp edges that I normally see on proof coins but not made from the highly polished dies that make proof coins.)

1983-1984: None issued

2005 - 2010 Mint Sets: These sets are supposedly a satin finish. Which to me looks like a slight grain in the fields. I am fairly confident of the starting year of 2005 but their are discrepancies in the price guides on the last year of satin finish mint sets. Was 2010 the last year?

2011 - to date Mint Sets: Did the mint change back to the pre-2005 mint set? Are there any differences between the mint set coins and circulating coins?

Yes.

Yes. They are minted at slower speeds with higher strike pressure. They are also handled differently (more care) after strike.

Of course they also said that back in the pre 2005 days too. The Mint Set coins since 1968 have been through several "changes". For a while they were just plucked from regular business strike production. For awhile they were described as being early strikes from new dies, and they have been struck at slower speed with higher pressure. (and then of course the satin finish coins from 2005 to 2010. But other than the satin finish, exactly WHEN each of these was done is questionable. I know at one time I believe the card included in the mint set described the process used. Might be interesting to look at all the cards from 1968 to date and see how the description has changed over the years.

Thanks.
So with the exception of 1965-1967 & 2005-2010 do TPG (pcgs, ngc, anacs) treat them the same as coins released for circulation?

This is a very big question with no simple answer.

It was '82/ '83 with no regular mint sets. All souvenir mint set coins are regular production coins except '87 half dollars and some later coins were struck on burnished planchets. All souvenir set coins tend to be a little nicer because they select nice coins to use in them.

All mint set coins made 1965 and later are struck on numismatic presses at slower speeds and higher pressure with new dies. After this everything else is quite variable between and within years. Many burnished planchets are used especially after 1984. Many dies were polished and some were even basined. Pressure does seem to vary somewhat beyond just differences caused by die alignment.

The result is that mint set coins can have numerous different finishes and this varies even within specific dates. 1965 coins are especially variable as they experimented with numerous means to produce a very inexpensive "proof" coin. 1972 mint set coins tend to be very brilliant while 1992 coins are often very PL. Some coins have very different surfaces such as the '81-P quarter that tends to have poor uneven surfaces while a few have smooth proofy surfaces.

Most mint set coins will tend to be brilliant other than the matte sets, of course, but you will see a great deal of variation.
Time don't fly, it bounds and leaps.
