What are Surface Hairlines?
On graded coins I sometimes see this notation underneath the grade. What are they? What causes them and by what percent if any does that typically devalue the coin?

Hairlines are caused by a mechanical cleaning of the coin, usually a brush but sometimes a cloth can cause them. They're deadly to a coin's value, devaluing it by 50% or more.

Does the third party grader take that into account when grading the coin or is an AU coin still AU regardless of hairlines?

Yes, a third party grader will take hairlines into account. They should assign a "details" designation, meaning the coin has been reduced to a certain technical grade taking the damage into account.

For example, a coin graded "AU Details, Suface Hairlines" has the wear level and the amount of details left on the coin of an AU coin, but cannot be given a numerical grade because its "problem"--hairlines.
