What Is Going On With This 1978 Ike?

Last month or so I had gone to the bank and asked for some ikes. The teller went into the back room and pulled out 31 for me. I got excited when she handed them over because this one here had a weird color to it I mistook for being silver toning at first. With it in hand, however, it seems to be an orangish glow around nearly everything, almost as if it were baked in sand or something. That's the best guess I had short of nothing at all. Anyways, here you go. I've been pondering it for a month. What is going on here?

Derek, looks to me like it was painted or plated at one point, then the paint or plating was rubbed or polished off. The devices protect the coloring from being rubbed away because they stand proud of the field.
