I have two questions. Was this coin cleaned? (I'm leaning toward cleaned because of the blast white surface). But, if is not, what would you grade it?

Hard to tell for sure from the lighting in these photos. The coin looks MS but not sure if cleaned, could have been dipped.

Looks like an MS coin to me, but the pics make it hard for me to tell if it was was cleaned or not.
