This is a case where a close up makes it difficult to tell. A die clash could cause marks like that and overpolishing of dies can cause it.

You cant tell from the closeup.

Thanks,
Bill

I can't tell what part of the coin I'm looking at. Could provide pictures that shows more of the coin?

I think the photo shows a few Bays if that is correct it is not an error or variety. it is a over cleaned die possibly trying to clean up a clashed die

Looks like a clashed die, from here. A bigger photo would help.

Die gouges caused by a tool of some sort. They are common.
