1941 Mercury With Issue Undetermined

Found this 1941 Mercury in a bag I recently purchased. It has a bright scalloped pattern around the obverse but no evidence of this on the reverse. Not sure what would have caused this. I have included some full pics and a few closeups.
Could someone give me an opinion?

I don't know for certain but it's possible that glue or some other sticky substance got on the obverse and dried to produce the "scalloped pattern."

Soak in acetone for 24 hours and see what comes loose. I am with the glue or tape gunk thought here.
