Did Indonesia Issue Proof Coins In 2003?

I found a 500 Rupiah in my dad's drawer that is very shiny and stands out from the other 500 Rupiah he has. I held it at arm's length and I could see myself mirrored clearly on the background, but the relief doesn't mirror (I don't know if it's frosted or anything, it just doesn't mirror).

So far my searching has turned up the answer of no proof sets issued, does anyone have another answer?

Here are the pics, my photos do not do justice, it is more mirrorlike than what the photo shows. The side with Garuda on it isn't as mirrorlike as the side with the denomination on, but you can see the contrast between the relief and background.

looks like a proof like coin to me, try looking into that :)

The only proof ones I've found so far were coins minted for collectors only. I guess this isn't a proof, just one struck with very fresh dies or something like that.
