Cannot work this out, its definitely lead and approx 25mm. I cannot identify the language used on one side, we get a lot of Russian bale seals in the UK but its not Russian. The other side with the inner circle makes me think this is a piece of a larger item maybe.

No clue about the language but I think I can rule out seal, you need to put it in molten wax then pick it out without disturbing the wax, you'd need a handle on one side.

The lower picture looks more like an off-center strike, with the first side not looking like a piece of something larger it just seems to be a complete coin/token/whatever?

Not a seal matrix, but the actual leaden seal, likely from a Russian or Latvian flax bale from the 18th or early 19th century, which were imported into Britain in great quantity.
What makes you think it's not Russian, coinaholic?

I don't recognise the writing as russian script? Mind you the old eyes are getting a lot worse for wear lately! I could be totally wrong.

This appears to be written in early Cyrillic. The Russian alphabet was changed in early C18th by Peter the Great but this style continued in Bulgaria and perhaps other countries using Cyrillic orthography.
Or it's possibly a church piece. The Orthodox church in Russia continued (continues?) to use the old style alphabet for liturgical works.

This is a Byzantine Lead Seal, like this one:

Lead-Token?-Seal-Perhaps?

From what I know, such a seal is from a Stratig, a regional head.

EDIT: Heres the one:

Lead-Token?-Seal-Perhaps?

Its a seal of John, Archbishop of Ephesus.

Obv: Cruciform invocative monogram - Θεοτόκε βοήθει τῷ σῷ δούλῳ
Rev: Inscription of four lines - Ἰωάννῃ ἀρχιεπισκόπῳ Ἐφέσο.

The reverse translates as:
"Mother of God, help your servant John, archbishop of Ephesus"
