Yep, the cello wrapper style mint sets are used in the silver PL sets from 1961 to 67. I am also almost exclusively a canadian silver dollar collector, let me know if you have any questions!

I thought that didn't occur until 1961.

It's aftermarket packaging, not a Mint issue. PL and uncirculated sets were THE hot items in the coin boom of the '60s.
"Dipping" is not considered cleaning...

THIS IS a put together set................ Coty did this as well as other sellers in the 1950 and 60 era. NOT a Royal Mint set !!
