I think possibly frensch states german coin. 15-16th century. Bishop of strassbourg area. But more an guess still. Can't find identique example yet.
The lelie is an symbol for france coins. Or frensch states.

if you compare the two tokens you can see the have the same 'damages'
so probably made with the same die
