I sent some proof sets back for replacement and tracking shows that they were received at novitex on June 12th. I figured I'd get the replacements by the end of the month. Nope. I finally got an email Monday saying that the order was ready to ship, so I figured that I'd receive them by the end of the week. Nope again. I checked the tracking; they submitted the label Monday, but didn't submit the packages until Thursday. So now I don't expect to get them until next Wednesday.

Sadly they have a way of crushing the competition with 20 year jail sentences, so they have no incentive to offer good service.

This what happens when Government privatizes agencies.
Yeah, it's a win-win for the Government, politicians and the contractor, but the customer ends up paying the price with poor service.

Sad part is that I'm almost certain that the replacement sets will have the same issues with striped quarters that the original sets did.
I had the same issues with the LE proof sets. You'd think that when the vacuformed liners came in, someone would have recognized that they were bad and addressed it when they came in and not assembled 50,000 sets. they've been using these liners in the regular proof sets for almost a decade, so I'm not sure why they have an issue now. Must have switched to a cheaper supplier that didn't understand how they were being used.

The 2013 LE Silver Proof sets have one distinct difference... the vast majority of the problems were with the lens case. With the LE sets, the case is removable (very easily). If think there is damage to the coins, open the cover and look at them without the lens. If you simply rotate the lens case, the problem goes away.

I've recently had a very prompt and successful return experience with the US Mint/Novitex. I mailed a defective Uncirculated Baseball HOF silver dollar to Novitex at the end of June and received my replacement coin earlier this week. The whole process took less than two weeks from the time I dropped my package in the mail.

Even if it is self-funded, they could do a better job. I've personally never had a problem with the Mint, although my 2012 Presidential dollar Philadelphia Set arrived with a corner missing from the envelope. They just need some good quality control from what I've heard.

I purchased some Liberty nickels from them a couple of months ago, and was pleasantly surprised :) Although I noticed some people in the 'Ratings' had a couple issues with them, (saying the coins were in worse condition then stated). Although personally I collect from a historical standpoint not so much grading specific! Your Friend, Trevor.
