Capped Bust Dime Lowball?

Hey everyone. I've got a few questions on this dime. I'm still confused as to what qualifies a coin to be a lowball. Does the date have to still be somewhat visible or just be able to verify what variety the coin is? Also I've provided some pics of the date with different lighting so I wanna see if anyone can see anything that I am not. Also what would you grade this coin? Thanks for any input and comments.

I think that this would be considered a lowball. Wait for Nickelsearcher to come and he will provide more info.

The date HAS to be identifiable.
And if the date is identifiable the coin will be also.
I believe most "lowballers" want to get the coin into a slab.

IMO, if the date is readable this could potentially be PO-1. Can't wait to see what everyone thinks.

If you can figure out the date, I think it will likely grade PO-1. Hard to say when this worn but I think there is a possibility it could be the large diameter. The stars on the obverse look larger and more characteristic of the large diameter than the small diameter.

Does anyone have any recommendations as to which TPG would be best to send this to to get an id?

PCGS would get you the most value but really, you have to be 100% sure that they will be able to identify the date. Otherwise, your grading fees will go to waste as this wouldn't be gradable as a true lowball.

This coin is not going to offered a grade by any TPG unless it's a basement slabber.
