Is it required to re-wrap the non-silver coins when returning them to the bank?

some banks want them re-rolled, some don't.
Hint - don't dump coins back in same bank, you may get your old searches back

words of caution: some banks might charge for dumping coins some banks are selective in what coins and how many coins they will order some banks might require you to have a business account instead of a personal account

New Fed law you can't deposit CASH or COIN into an account that is not in your name or you are not an authorized party on. Every once in a while I will give my parents a bag of coin and have them deposit in their account and write me a check to pay for my property taxes or what have you. It's almost like having another dump bank. I tried picking up a few boxes at one of their bank branches and even with their account ID card it didn't end well.

Banks = evil.
I cancelled six different accounts and now I'm with credit unions.
They take my coin either way.

I don't believe that law exists.... I do this frequently....whoever told you this is misinformed. Sounds more like an individual bank rule.

I rewrap the pennies I return after a CRH. I don't have to wait for the bank to count them & the funds are instantly available.

Chase will not let me deposit cash into my sons account only checks or money orders. They said new rule to prevent money laundering. If it is actually law I do not know it could be a rule adopted by the banks?
