That's some serious die flow lines.
Extremely worn die; Very Late Die State (VLDS).

Looks more like a damaged coin. Notice the high points on the coin namely the rim,Lincoln,memorial Bldg. The copper plating has been scraped,scuffed,sanded,or worn down to the zinc core.What ever happened I don't believe it came from the mint this way IMHO

I agree that it is just a damaged coin and not an error.

I think because the rim of the coin is damaged that its PMD. I am fairly certain.

I agree that the obverse most certainly has been filed down/faced some kind of agressive PMD, but what I see on the reverse under the Memorial--die flow--makes me think that this cent was struck from VLDS dies.
Does anyone concur with VLDS..?

The area under the Memorial does look a lot like VLDS, BUT usually when the die flow lines are that heavy close to the center they should also show even more heavily out close to the periphery and I am not seeing that.

Zincolns do not usually show extreme die flow/erosion and the photo is heavily pixellated so it could simply be distortion of the photograph. Another possibility is that whatever was done to the obverse was also done to the reverse to a much lesser degree.
