Looks like a "Centsles coin". He has decent stuff, if it is even his. But I wouldn't take the risk until he had atleast 10 positive feedback.

Yeah, I tried buying from sellers like this twice and got burned both times. I question whether the seller actually has the coins. Some of the inventory looks fake too.

Looks like Centsles has a new sellers account. Either that or this poor sap got taken by Centsles on a number of coins and is trying to get some of his money back.

How does a new ebay seller get to list 28 items? the restriction is usually 10 items per month for 3 months. have things changed?
