They both have dates right there on them. Top note is dated 3/2/1972, lower note dated 3/3/1977.
As for value, the French had a habit of setting expiry dates on their notes. So these notes are no longer redeemable or exchangeable for euro face-value-equivalent. This does tend to make French notes less valuable than notes from other countries that retain their value. And given that these notes are not in pristine condition, I would say their value is minimal.
