I would think it is a bubble under the copper layer or some other defect in that same layer. I do think I see doubling, probably mechanical on Abe's chin, am I wrong?

Naw, no doubling on the chin.... my stupid scanner likes to do that sometimes....

No, it is just some corrosion under the plating. It is pretty common on post 1982 cents.

By 1994, the mintmark was a part of the die and was not being punched into the die anymore by hand. That in itself makes it easy to diagnose as not being a Repunched Mintmark.

No such thing as RPMs after 1989. The mint changed the way mintmarks were placed into the dies in 1985 for proofs and 1990 for business strike coins. You have a case of split plating.
