I've got to think it looks like an old cleaning that causes that cameo "pop", especially on the reverse. You can also see the mirrors on the reverse are worn from what was probably a rag and water.

I am going to say VF-35 to XF-40 since the hair and band under "LIBERTY" lacks dimension. It has nice eye appeal and probably would go for a premium.
