It is a die chip. After they realized what it was in the 1960's, they stopped collecting these. Why? because they appear in varying degrees unlike a RPM. The chip started out small and as the die aged it continued to enlarge. It is not a variety, just die breakdown. Because the dies were continued to be used after normal retirement, the wheat cents of the 50's show a lot of strange things during that extended overuse period.
