Cleaned? I see scratches going in the same direction. Or is it just the high ISO noise dots?

I have a small penny with similar striping and there was no decision on whether it was cleaned or a woody.

I am more inclined to believe that this is how this coin tonned... over cleaning...

pics are too fuzzy to really tell , but either deep scratches or its a woody (I'm leaning towards woody)

I'm more inclined towards cleaned, because the toning is quite inconsistent. Usually the larger areas tone first, and the the corners get less severe toning. But here it's the opposite. If someone decided to clean this coin, he would probably get the larger areas clean first.
