Not really my area rooney (a generation too early!) but I can tell you that generally over-marks are scarce, presumably being struck to avoid wasting workable dies when the marks changed (in this case in 1611).

I had a quick look and there isn't an example in the Shuttlewood collection (2001) or Martin Hughes' (1999, though he didn't appear so interested in over-marks).

However there is such a coin in J M Ashby's collection (Spink July 2000, Lot 2138) where it is described as a scarce overmark.

Although Ashby's coin is a bit better than yours ( very fine or better and no graffiti!) the mark on yours is clearer.

I can't tell you what demand there might be for it, were you to want to sell it as I've no experience with the series. With the shillings of Charles I the number of enthusiast collectors is small, but people are sometimes keen to get examples of the 'unusual'. So it my be a case of finding the right buyer.

Otherwise it's a nice start to a new collecting area!

Willie 3 you will be lucky to get anything nicer than F.
I prefer CH 2 ,WM and George 1.
BTW I have all the 1/4ds 1695-1700 and 1/2ds 1695-1701

From my little bit of digging on the 'net, it seems to me that this coin may have been right on the point of a chageover period between the BELL (1609-1610) and the MULLET (1610-1611).
Both of these mint marks were used by the Tower Mint in those years.

There remains the possibility that this coin is an overstrike on the earlier date.

I was wondering how you were referencing these catalogues? I have been trying to search for the Spink July 2000 catalogue and can only find ways to purchase a hard copy online for upwards of 15£. I had wanted to look the collection you referenced. Any help would be appreciated (even if the sad truth is I just need to purchase an old copy).

Long time ago since I posted in this thread.
My reference would have been by image comparison on Google Images to start, then with further investigation, or by
"Coincraft's 1998 Standard catalogue of English & U.K. Coins 1066 to Date"
717 pp. (the English and U.K. 'telephone book'), distributed Worldwide by Krause Publications.

I have to admit, when I saw the title I thought of the awful late 1980s hairstyle (1990s for Billy Ray Cyprus and the Southern and Western United States).

Ah, yeah, sorry @myt. Not been on in a while. I'm afraid I bought paper copies of the catalogues I mentioned. Much easier for browsing!
