I have been under the understanding that in 1982 & 1983 the Mint only produced mint sets only souvenir sets from P & D.

The RedBook says so and other souses say the same thing.

However I found this on ebay http://www.ebay.com/itm/35111499493....m1423.l2649 and I'm wondering if this id some kind of gimmick or counterfeit.

Any thoughts?

According to the token, it was a set packaged for the "Coin Prices" magazine. Not a set issued by the U.S. gov't

KP= Krause Publications, it was a magazine subscription promo item. However, those promo sets do generally contain decent coins.

Indeed! These are one of the only sources for Gem '82-P quarters.

There were several companies that made '82 and '83 mint sets and one persisted right up until 1986. I sometimes suspect the mint set only '87 halfs were to deter this competition.

None of these privately packaged sets had a very high mintage and the KP ones were probably highest. They made a fairly significant number but the majority of them would have been spent by the recipient almost immediately.
Time don't fly, it bounds and leaps.

I'd like to know why these have a sickly green cast, hopefully it's just reflection off something above the coins. I sent a question to the seller.

Krause is not really relevant, it's just that some companies made their own mint sets to fill the hole left by the mint. But since it's not a mint issued product, the value is never likely to be above the value of the coins alone.
