A coin missing a single clad lay MAY still show a full strike, but missing both layers would make it only half thickness and it will have a weak strike. It would also only be half weight.

Here is a partial missing clad and a struck through clading that had fallen off. Note the lost of detail when the clading came off after the after the strike.
Need-Help-With-A-1992-D-

On the OP's coin it looks like it was found outside and the copper color is on the surface. If carried in the your pocket for a time the silver clading might be seen on the higher points of the devices if carried for a time. PSD
