It looks like the "Spitting Liberty" chinese fake and it's the first one I've seen in a fake PCGS slab. http://www.vamworld.com/1889-CC+VAMs

Cheep Chinese knockoff. These are almost as prolific as the counterfeit 1916-D dimes that outnumber the genuine ones.

The reverse is what I found as being strange. I have a Walking Liberty PCGS slab and the label looks different to me also.

PCGS has revised the capsule design and insert label design many times in its 26 years of business, mainly to accomodate upgrades in technology, but also to combat forgery. If you have any concerns about the authenticity of any PCGS capsule and/or coin within, it is best to address it directly to their attention.

A really obvious fake PCGS slab, but I'm 100% sure someone will end up paying a high price for it because of PCGS slab designation. I've seen many better chinese fakes than this. Reported.

The real coin in the real PCGS slab with that exact cert number is in a registry set listed on the PCGS web site.

Actually, the photos prove it to me. The dot in the field in front of Liberty's mouth and the cartoon 9 in the date. Slam dunk fake.
